Scoring “proficient” in this context is scoring a 3 (proficient) or a 4 (proficient with distinction) on NECAP testing.
The goal is to move children from 1 (substantially below proficient) to 2 (nearly proficient) and /or children scoring 1s or 2s to 3s or 4s.
